The same report dates the public release to March 25, 2011. Apple’s surviving first-party security corpus independently establishes iOS 4.3.1 as the predecessor covered by the iOS 4.3.2 advisory, but Apple’s archived security index does not preserve a separate 4.3.1 entry.
